This joint white paper between HAEE and the HELLENiQ ENERGY Center for Sustainability and Energy @ Alba, explores how major cities manage traffic pressure in dense urban centres, with a particular focus on tourist buses and vans. Drawing on international case studies from Europe and beyond, it examines measures such as congestion charging, low-emission zones, access restrictions, parking policies and park-and-ride systems.

The report places special emphasis on Athens, analysing current challenges and proposing a coherent policy framework that balances urban functionality, environmental protection and the sustainability of the tourism sector.
